安倍晋三さんと麻生さんの意見が一致して、二人で取り組んだ「価値の外交」という概念がある。日本から始まって、ベトナムを回って、シンガポールを通って、インド洋へ出て、アラブ諸国に至るという、“お月様”みたいな弧があって、それらの国々はみんな経済がうまくいっていて、繁栄している。その繁栄の奥には「価値」があるということである。

価値とは、例えば「自由は尊い」ということ。「民主主義は尊い」「言論の自由は尊い」「家族仲良く暮らそう」「相手を侵略しない」「軍事力には金をかけない」といったことで、それらの価値観が各国において共通していて、みんな繁栄している。

麻生さんはその「繁栄の弧」の上にある国々を回って、「今の価値観でもっと一緒にやろう」という話をして大成功した。そこで、それを「自由と繁栄の弧」と発表した。しかし、日本ではそのことを誰も褒めていない。

中国やロシアはそれを脅威に思っているはずだ。「自由と繁栄の弧」に囲まれたら勝ち目がない。中国やロシアには、国内にそういう価値がまったくないのだから。

国内にないものを今からつくろうと言われても困る。もしつくったら、共産党政権はなくなってしまう。そうした意味で、麻生さんが発表した「自由と繁栄の弧」とは、実はものすごい思想攻勢なのである。
